Social Economy is defined as “the contested arena between the state and the market where public and private meet and where individual and social efforts are united”. Frumkin (2005)
Social Enterprises must meet 4 basic criteria:
1. Have social purpose not surplus income as prime motivation.
2. Be collective in organisation and democratic in process.
3. Be non- profit-taking: i.e. surplus income over expenditure must be used for the social purpose or reinvested in the enterprise.
4. Must trade in good, services etc. i.e. not merely deliver a service on behalf of the state.
Community Enterprise is a subsection of social enterprise defined by: local in nature; locally owned; size.
